Wyoming Statute 34-12-103 states that "any such plat of land adjacent to any incorporated city of town, or within one (1) mile of the boundaries of any such city of town, shall be jointly approved by both the board of county commissioners of said county and the governing body of said city or town before same shall be filed and recorded in the office of the county clerk as aforesaid." The area boundary established by Wyoming Statute 34-12-103 was defined by creating a one-mile buffer off the Municipal boundary feature class. An improvement district is funded by the District Support Grant Program, administered by the County Engineer with the Campbell County Department of Public Works.
